We study a hybrid quantum system composed of an ion and an electric dipole. We take advantage of their interaction and state-dependent forces to design a measurement protocol for the dipole magnitude, and to realize a quantum phase gate between them. We present numerical calculations that demonstrate that this procedure can be used to determine the electric dipole moment of a broad range of heteronuclear molecules --from alkaline-earth hydrides such as CaH, to bialkali dimers as KRb-- probing them with atomic ions. We also discuss several approaches addressing the main experimental challenges to implement these ideas with atomic ions and cold polar molecules.
